Leave of the Court for a person to appear by videolink or audiolink must be obtained by a judge or judicial registrar.
In civil matters, an application for leave to appear by videolink or audiolink can be made by obtaining the consent of the opposing party, and submitting consent orders to the Court. If consent cannot be obtained an application can be made to the Court.

At any time during the hearing of a case an application can be made to the presiding judge or judicial registrar for leave for a person to appear by videolink or audiolink.

Leave is not required for a person to appear at court by videolink or audiolink from a custodial or Victorian Court location in pre-trial hearings. These hearings include matters in the Koori Court, Criminal General List, Sexual Offences List, and circuit directions hearing.
Videolinks and audiolinks can be arranged with the Court by completing and submitting the relevant form:

Videolinks to any location other than a custody or court location within Victoria will incur a $75 booking fee. The booking fee should be paid when the application is filed and prior to the hearing date. Payment can be made by cheque or written authorisation to debit the amount from a credit or debit card using the attached form. Credit or debit card details can also be provided by phone, or payment can be made at the Registry counter by credit, debit, EFTPOS or cash. The Court has specific call set up requirements that must be met to enable successful audio and visual link connections from the court to a remote facilities.
The onus is on the person arranging the link to ensure that the provider they are using can remotely connect with the Court. Testing of the line maybe required if using a provider that is not a court or corrections facilities
